Coalition for Reforms and Democracy (CORD) leader, Raila Odinga, has asked both the national and County Governments to collaborate and tame the rising cases of insecurity in the country.
In a statement on Tuesday, Raila sent condolences to the families and friends of 12 Kenyans who were slaughtered in Mandera County on Monday night.
Raila advised Uhuru and his Government to devolve security and put it under the county chiefs who can effectively handle the worsening trend.
”As we mourn the departed and comfort the bereaved, we wish to renew our appeal to the National Government to consider coming up with a program, jointly with the Council of Governors, on how to shoulder the security function and ensure County and National Governments come together and share best practices to fight security threats,” said Raila in a statement.
The former Premier said although matters to do with security are mainly managed by the National government, there was inevitable need for both the County and the national Governments to work together.
“While the National Government has the constitutional mandate to provide leadership on matters of national security, the changing threats demand that other levels of Government be carried along to play a collaborative and not spectator role in this critical area,” he said.
